Why this matters more in a small shower
The standard arrangement is a decorative outer curtain plus a waterproof inner liner. That is two layers hanging in the shower, and in a 30-inch stall both of them end up against you.
A single waterproof fabric curtain does both jobs at once. The clinging problem, and the two-dollar fix

Mold, which is the real lifespan limiter
Both materials grow mold in the same conditions: trapped moisture in folds. The difference is what you can do about it. A fabric curtain goes in the machine with detergent and white vinegar and comes out genuinely clean. A plastic liner can be machine washed too — cold, with a couple of towels for abrasion — and it works more often than people expect, but once it has black spotting in the hem it is usually done.

Common questions
Do you need a liner with a fabric shower curtain?
Not if the fabric curtain is itself waterproof — many polyester curtains are, and they are designed to be used alone. You only need a separate liner if your outer curtain is a decorative cotton or non-waterproof fabric.
Are fabric shower curtains more hygienic than plastic?
They are easier to keep hygienic, which amounts to the same thing in practice — a fabric curtain goes in the washing machine monthly and comes out clean, whereas a plastic liner tends to be replaced rather than cleaned. Both grow mold in the same conditions if left bunched up and damp.
How long does a plastic shower curtain liner last?
